In 2011, the Economic Vitality and Incentive Program (EVIP), changed the way that Revenue Sharing is distributed to local units throughout the state. One of the items necessary to receive EVIP funds required local units of government to make available to the public a performance dashboard or a financial summary of its local finances, including a recognition of its unfunded liabilities.
